New law to help asbestos sufferers in Victoria, Australia

New legislation in Victoria, Australia will provide for greater compensation for victims suffering from effects of exposure to asbestos. The legislation is called “Bernie Banton law”, after the late campaigner for asbestos-related issues. The law will remove a restriction which prevented asbestos victims from making another claim after being diagnosed with a terminal illness. Banton contracted mesothelioma after working for the Netherlands-based company James Hardie, and died in 2007.

Prior to the Banton law victims of asbestos exposure could seek compensation for asbestosis, a disease resulting from exposure which causes lung scarring, but were unable to seek compensation if they were later diagnosed with mesothelioma.

Mesothelioma is a cancer which develops in the sac surrounding the lungs and chest cavity, abdominal cavity, or the sac surrounding the heart. Patients with malignant mesothelioma generally do not have positive outcomes, and once diagnosed have six months to a year to live. Asbestos usage has been banned in Victoria, Australia since 2003.

Allowing an exception to the normal rule that court-awarded compensation is final will allow compensation for the true effects of asbestos exposure.

Victorian Premier John Brumby welcomed the legislation, saying: “Victorian workers deserve fair compensation for illnesses and injuries they have received just by doing their job.” Brumby acknowledged that Victoria had lagged behind other states in its asbestos compensation practices. “Allowing an exception to the normal rule that court-awarded compensation is final will allow compensation for the true effects of asbestos exposure,” explained Brumby.

Bernie Banton’s widow, Karen Banton, stood alongside John Brumby as the legislation was announced, and spoke out in favor of the law. “The uncertainty that these Victorian families have suffered up until this point, the dilemma of whether I claim and whether I wait … it would be a terrible choice to have to make,” she said. She said her late husband would have been honored by the legislation’s passage, and was appreciative that his name was associated with the cause of justice in the country. “I’m sure Bernie’s looking down from heaven, feeling very honoured and humbled that his name continues to be associated with the fight to correct injustice,” she said.

The Australian Manufacturing Workers Union and the Victorian Trades Hall Council supported the legislation’s passage, as did Martin Kingham of the Asbestos Diseases Society of Victoria. Kingham said that in the past asbestos sufferers were wary about whether or not to make a claim: “They’ve had to gamble on whether to make a claim now and to cut off any compensation for more serious fatal illness or to, basically, sit it out and wait and see what happens to them and potentially not getting compensated for their original asbestosis.”

“There’s a lot of asbestos around, this is a live issue for the community and we strongly welcome this initiative,” said Australian Manufacturing Workers Union Victorian secretary Steve Dargavel. Victorian Trades Hall Council secretary Brian Boyd called the legislation “a good and decent thing” but said more action was needed to better protect asbestos victims’ families. The additional claims are expected to help approximately 50 people each year. The legislation will be introduced in the State Parliament next year.

Tornadoes cause millions in damages in Waco, Texas

Early Saturday morning winds up to 90 miles per hour struck Waco, Texas and central McLennan County, United States, causing widespread damage and leaving many households without electricity.

No deaths or serious injuries have been reported; however, there is a tremendous amount of damage in 15 areas of the city, leading Mayor Virgina DuPuy to declare the city a disaster area.

The hardest hit area was Franklin Avenue, where the Coca-Cola bottling plant’s roof was peeled open as if by a giant can-opener. There were Sprite bottles spread out onto the street. The nearby Furniture Row shopping center was also hit hard. Some furniture was found as far as three-quarters of a mile away. Other hard-hit areas were Robinson, Hewitt, Woodway, and Speegleville. Densely populated Inner Waco was spared of any catastrophic damage, though hundreds, and possibly thousands, of trees have fallen, and roofs destroyed.

The main concern is restoring power to over 23,000 households and businesses. Many gas stations and grocery stores in the disaster areas were closed until power is restored. Those that remained open have had to throw out all perishable items. Also of concern is getting electricity to those with medical needs. The city has provided help to those without power at the Dewey Recreation Center.

The storm is the hardest to hit the area since the tornado that struck on May 11, 1953, which tore through downtown and killed 114 people.

Waco has seen more than its share of tornadoes recently. Only a week ago, an F1 tornado damaged many houses along Orchid and Kendall Lanes. No people were injured, though two horses were killed when their stable collapsed.

The National Weather Service confirmed this morning’s winds were a F2 tornado, where wind speeds may have reached 115 miles per hour in some locations.

Wikinews interviews biologist Chris Simon about periodical cicadas

In May, periodical cicadas with 17 years life cycle emerged on the East Coast of the USA after underground development as juveniles since 1996. Researchers and scientists worked to map and study the rare wave, and the locals prepared for the noisy event. First recorded in 1666, the Magicicada septendecim species recently emerged in 1979, 1996, this year, with a next wave due in 2030.

This week, Wikinews interviewed Chris Simon, an ecology and evolutionary biologist at University of Connecticut, about the cicadas.

((Wikinews)) What caused your initial interest in periodical cicadas?

Chris Simon: As an undergraduate student, I was interested in the formation of species so when I went to graduate school I looked for a study organism that was likely to be in the process of forming new species. I chose periodical cicadas because they are broken up into reproductively isolated broods (or year classes). Reproductive isolation leads to speciation so I planned to study biochemical differences among the broods.

((WN)) You study the emergence of the periodical cicadas. What do you study? What observations are you making?

CS: We record exactly where each cicada population emerges (using GPS automated mapping and crowd sourcing). We record the presence or absence of each of the three morphologically distinct species groups of periodical cicadas (Decim group, Cassini group, and Decula group). We collect specimens for DNA analysis. We look for cicadas coming up one and four years early and late. We dig up cicada nymphs and monitor their growth rates.

((WN)) What equipment do you use?

CS: Nets, shovels, automated GPS recorders, cameras, laptop computers, automated DNA sequencers.

((WN)) Do you study the periodical cicadas with anyone else? What is their role?

CS: Yes, there are a large number of people studying periodical cicadas in my lab and in other labs. My lab is made up of Research Scientists, Postdoctoral Researchers, a technician, graduate students, and undergraduates. Research Scientist John Cooley is the leader of the GPS mapping project; he invented the automated GPS recorder; he built our crowd-sourcing website, and he is instrumental in public outreach. Postdoctoral research David Marshall also participates in the mapping project and leads the part of the research related to the mapping of stragglers. John and Dave and Technician Kathy Hill all study periodical cicada mating behavior and conduct mating and hybridization experiments. One of my graduate students Beth Wade has participated in the nymph collections and will soon start genetic work involving genome wide association mapping designed to locate genes related to life cycle. My graduate student Russ Meister is studying the genes of the bacterial endosymbionts of cicadas. My current undergraduate honors student Erin Dwyer is also studying the development of Magicicada nymphs and is helping to design a lab exercise for college students around the eastern US to do the same. Many of my past undergraduate students have studied the biochemical genetics and development of periodical cicadas. See the Simon Lab website.
CS: We are collaborating with Teiji Sota at the University Kyoto and Jin Yoshimura at Shizuoka University in Japan. They are studying the phylogeography of Magicicada. We are collaborating with John McCutcheon of the University of Montana who is studying the endosymbiont genomes.
CS: We are also collaborating with ecologists Rick Karban and Louie Yang, both professors at UC Davis who have an interest in cicada population dynamics and nutrient cycling in the ecosystem.

((WN)) You studied the periodical cicadas in 1979 and 1996 too. What changes with time?

CS: I have studied periodical cicadas since I was a student back in 1974. What changes with time is increased human development constantly shrinking the patch size of cicada populations.

((WN)) What are your thoughts on the long life span of the periodical cicadas? Why could it be so? What advantages and what disadvantages does it have?

CS: Most or all cicadas have long life cycles compared to your typical annual insect. Examples have been found of two-year to 9-year cycles in different species. Periodical cicadas evolved an even-longer life cycle and I think that part of this relates to the evolution of their synchronized life cycles and peculiar safety-in-numbers strategy for survival. To become synchronized, periodical cicadas had to evolve an exact length life cycle and all adults would have to appear in the same year. Because the nymphs grow at different rates underground, a longer life cycle and a way of counting years must have evolved so that the individuals that get to the last nymphal (underground juvenile) stage first would wait long enough for all other individuals in the population to become ready to emerge.

((WN)) News reports mention this is ‘Brood II’ of the periodical cicadas. What are the distinctive features of this specific species and what is its full scientific name?

CS: The same species exist in multiple broods. No species is restricted to Brood II. The three species present in Brood II are: Magicicada septendecim, M. cassini, and M. septendecula. These same three species are found in every 17-year brood (except the farthest north which only has M. septendecim).

((WN)) At what depth do the cicadas juveniles live underground?

CS: Most live within the top foot of soil but some have been found deeper. We do not know if they go deeper in winter. We need to do much more digging to understand the nymphs.

((WN)) How do people prepare for the cicada emergence?

CS: Of course various people prepare in different ways. Ideally, everyone prepares by studying information available on the web (especially on our websites Magicicada Central and Magicicada.org).

((WN)) Do cicadas affect transport in the local area?

CS: No, not really. Occasionally individuals can be seeing flying across highways and sometimes they smash into cars.

((WN)) Do cicadas usually stay outside or do they also invade houses too?

CS: They stay outside. One might accidentally fly in through an open window but that would be rare.

((WN)) What do the cicadas eat?

CS: Cicadas suck xylem fluid (the watery fluid coming up from the roots of plants) in deciduous forest trees and herbs. Essential amino acids in the cicada diet are supplied by their bacterial endosymbionts. There are two species of endosymbionts. One makes 8 essential amino acids and one makes two essential amino acids.

((WN)) Do cicadas damage crops or city vegetation? What damage?

CS: Cicadas do not chew leave so they do not damage crops like other insects. They can inflict some damage by their egg laying. Cicadas lay eggs in pencil-sized tree branches. If there are not enough branches available, too many female cicadas may lay eggs in a single branch weakening it and making it susceptible to breakage by wind. This can sometimes cause damage in fruit orchards. If the branches break, the eggs die so this behavior is selected against by natural selection.

FAA: Jets at New York airport directed by child

A US air traffic controller and his supervisor have been placed on administrative leave and are under investigation after a small boy was apparently allowed to direct passenger airplanes at New York’s John F. Kennedy International Airport.

A probe was started after tape recordings indicated that a small child, which The Telegraph describes as sounding seven or eight years old, was heard directing air traffic from the airport on February 16.

“JetBlue 171 contact departure,” was one of the child’s directions. The pilot of the addressed aircraft responded by saying: “Over to departure JetBlue 171, awesome job.” In another direction, the child says “MS 4-0-3, contact departure […] Adios, amigo.” The pilot replied with “Adios, amigo.”

A man is later heard saying “[h]ere’s what you get, guys, when the kids are out of school.”

The age of the child and the name of their father wasn’t immediately available.

An aviation official who asked to remain anonymous later told media that the same controller took his daughter into the control tower the next day, and that she was allowed to communicate with two pilots. According to another official, the two children are twins.

The Federal Aviation Administration (FAA), meanwhile, announced that all unofficial visits to towers, radar rooms, and other air traffic control areas, would be prohibited while the investigation is being conducted. “Pending the outcome of our investigation, the employees involved in this incident are not controlling air traffic,” the aviation authority said in a statement.

Administrator Randy Babbitt commented about the incident. “This lapse in judgment not only violated FAA’s own policies but common sense standards for professional conduct. These kinds of distractions are totally unacceptable. We have an incredible team of professionals who safely control our nation’s skies every single day. This kind of behavior does not reflect the true caliber of our work force.”

The National Air Traffic Controllers Association, which is the union representing controllers, also stated that “[w]e do not condone this type of behaviour in any way. It is not indicative of the highest professional standards that controllers set for themselves and exceed each and every day in the advancement of aviation safety.”

However, Dave Pascoe, the owner of LiveATC.net, a website which keeps records of air traffic communications, including those involving the aforementioned child, described the incident as being blown out of proportion, saying to CNN that “[…] when you listen to any of the recordings, the situation in the tower is very controlled. There is no hint […] that anyone was too busy or anyone was interrupting the planes. […] It was very controlled, and I don’t think safety was compromised, nor should anyone be disciplined for this.”

“[…] I have every belief that they’d make sure there were additional eyes there. JFK is highly supervised. It’s not just one controller controlling the runway. Supervisors are there, and multiple people are there making sure by looking through binoculars and at radar.” Pascoe is also a pilot.

Conventional Tubal ligation reversal Surgery: The conventional surgery is also referred to as a open surgery, which involves making a large incision on the abdominal/ pelvic wall to gain access to the fallopian tube. It is a major surgical procedure and takes a few hours. The surgeon will unclamp and remove the device that blocks the tubes and reattach them together by placing either an implant or stitching the two ends. Tubal ligation through microsurgery: The procedure is a minimal invasive surgery and has several advantages over the conventional technique. The advantages include reduced time for surgery, minimization of post operative complications, reduced hospitalization stay. The greatest advantage however is that the tiny inner opening of the tubes can be connected with greater accuracy, thereby increasing chances of conception and reducing failure.

Sweden’s Crown Princess marries long-time boyfriend

Sweden’s first royal wedding since 1976 took place Saturday when Crown Princess Victoria, 32, married her long-time boyfriend and former personal trainer, Daniel Westling, 36. The ceremony took place at Stockholm Cathedral.

Over 1,200 guests, including many rulers, politicians, royals and other dignitaries from across the world, attended the wedding, which cost an estimated 20 million Swedish kronor. Victoria wore a wedding dress with five-metre long train designed by Pär Engsheden. She wore the same crown that her mother, Queen Silvia, wore on her wedding day 34 years previously, also on June 19. Victoria’s father, King Carl XVI Gustaf, walked Victoria down the aisle, which was deemed untraditional by many. In Sweden, the bride and groom usually walk down the aisle together, emphasising the country’s views on equality. Victoria met with Daniel half-way to the altar, where they exchanged brief kisses, and, to the sounds of the wedding march, made their way to the the silver altar. She was followed by ten bridesmaids. The couple both had tears in their eyes as they said their vows, and apart from fumbling when they exchanged rings, the ceremony went smoothly.

Following the ceremony, the couple headed a fast-paced procession through central Stockholm on a horse-drawn carriage, flanked by police and security. Up to 500,000 people are thought to have lined the streets. They then boarded the Vasaorden, the same royal barge Victoria’s parents used in their wedding, and traveled through Stockholm’s waters, accompanied by flyover of 18 fighter jets near the end of the procession. A wedding banquet followed in the in the Hall of State of the Royal Palace.

Controversy has surrounded the engagement and wedding between the Crown Princess and Westling, a “commoner”. Victoria met Westling as she was recovering from bulemia in 2002. He owned a chain of gymnasiums and was brought in to help bring Victoria back to full health. Westling was raised in a middle-class family in Ockelbo, in central Sweden. His father managed a social services centre, and his mother worked in a post office. When the relationship was made public, Westling was mocked as an outsider and the king was reportedly horrified at the thought of his daughter marrying a “commoner”, even though he did so when he married Silvia. Last year, Westling underwent transplant surgery for a congenital kidney disorder. The Swedish public have been assured that he will be able to have children and that his illness will not be passed on to his offspring.

Westling underwent years of training to prepare for his new role in the royal family, including lessons in etiquette, elocution, and multi-lingual small talk; and a makeover that saw his hair being cropped short, and his plain-looking glasses and clothes being replaced by designer-wear.

Upon marrying the Crown Princess, Westling took his wife’s ducal title and is granted the style “His Royal Highness”. He is now known as HRH Prince Daniel, Duke of Västergötland. He also has his own coat-of-arms and monogram. When Victoria assumes the throne and becomes Queen, Daniel will not become King, but assume a supportive role, similar to that of Prince Phillip, the husband of the United Kingdom’s Queen Elizabeth II.

2020 Melbourne Lord Mayor candidate Wayne Tseng answered some questions about his campaign for the upcoming election from Wikinews. The Lord Mayor election in the Australian city is scheduled to take place this week.

Tseng runs a firm called eTranslate, which helps software developers to make the software available to the users. In the candidate’s questionnaire, Tseng said eTranslate had led to him working with all three tiers of the government. He previously belonged to the Australian Liberal Party, but has left since then, to run for mayorship as an independent candidate.

Tseng is of Chinese descent, having moved to Australia with his parents from Vietnam. Graduated in Brisbane, Tseng received his PhD in Melbourne and has been living in the city, he told Wikinews. Tseng also formed Chinese Precinct Chamber of Commerce, an organisation responsible for many “community bond building initiatives”, the Lord Mayor candidate told Wikinews.

Tseng discussed his plans for leading Melbourne, recovering from COVID-19, and “Democracy 2.0” to ensure concerns of minorities in the city were also heard.
