Buffalo, New York —The city’s Common Council met in Council Chambers today with a full agenda. Among the items in the agenda was the Elmwood Village Hotel proposal.

The Elmwood Village Hotel is a proposed hotel by Savarino Construction Services Corporation and is designed by architect Karl Frizlen of the Frizlen Group. It is to be placed on the corner of Elmwood and Forest Avenues in Buffalo and will require the demolition of at least five properties (1109-1121 Elmwood).

During the hour-and-a-half meeting, the Common Council approved the hotel proposal. The entire voting process for the proposal took less than two minutes, and the public was not allowed to speak. The Council voted unanimously in support of the proposal; however, the city’s Planning Board must also approve the proposal. The Board will meet on Tuesday, March 28, 2006 at 8:00 a.m. on the 9th floor of City Hall, room 902.

The approval allows for the rezoning of all five properties, including 605 Forest, to a “special development plan,” or a C-2 zone.

“There is a ‘special development plan’ in front of the council, which changes only one thing about the zoning. It allows one permitted use — for just a hotel. The rest of the zoning remains as it is under the current Elmwood Business District zoning. 605 and 607 Forest are not required for the project. They are not part of the footprint for the project. Let me answer this question again. This is on the record, in council: 605 needs to be rezoned in order to facilitate the project because of the sideyard requirement. Anything in C-2 is excluded besides the hotel. So we’ve taken the C-2 and included the hotel as a permitted use, and excluded everything else, and everything else remains the same,” Eva Hassett, Vice President of Savarino Consrtruction, said to Wikinews during a public meeting on March 16, 2006.

However, during the same meeting, Pano Georgiadis, owner of 605 Forest and owner of Pano’s Restaurant on Elmwood, threatened to “sue” Savarino Construction saying, “If you try to get a variance to change the code, I will sue you. This is my home, number one.”

Savarino Construction hopes to break ground this Summer.

Despite the Council’s approval, organizers have scheduled another protest that will be held this Saturday, March 25, 2006 at 2:00 p.m. on Forest and Elmwood.

Some citizens are even considering legal action and are considering an “injunction in State Supreme Court,” going “pro se, meaning I am going to present the case myself,” said Clarence Carnahan, a concerned citizen and local business owner who is opposed to the hotel, to Wikinews.

Carnahan wrote a “notice of cease and desist” which was also presented to the Council at today’s meeting.

Patty Morris, co-owner of Don Apparel with Nancy Pollina, said, “We are going to fight the good fight to the bitter end, but we cannot afford it [legal action]. Now it’s a legal matter, and it’s in the hands of the law, and I know there are some people very interested in hiring a lawyer.”

Nancy Pollina says that she is “looking into a defense fund” and is currently talking to lawyers.

Kim Yo Jong criticizes US-South Korean military drills

On Monday, Kim Yo Jong, vice department director of the Central Committee of the Workers’ Party of Korea and sister of the North Korean leader Kim Jong Un, warned the United States and South Korea as a reaction to the joint military drills conducted by the US and South Korea.

In a statement released by the Rodong Sinmun, Kim Yo Jong said: “The peaceful spring days of three years ago are unlikely to return”. Arirang News asserted the “peaceful spring” refers to the inter-Korean meetings held in April 2018.

In her statement, Kim described ‘the south Korean authorities’ as “all born with stupidity” and “become the dumb and deaf bereft of judgment”. In response to the drills — which the North Korean government reportedly perceived as a threat — Kim expressed the possibility of closing various inter-Korean organizations like the Committee for the Peaceful Reunification of the Country and the Kumgangsan International Tourism Bureau. “We also examine the issue of dissolving the Kumgangsan International Tourism Bureau and other organizations concerned as any cooperation and exchange with the south Korean authorities antagonizing us are no longer necessary”, Kim said.

Towards the end of the statement, Kim said, “If it [the United States] wants to sleep in peace for coming four years, it had better refrain from causing a stink at its first step.”

Speaking to Arirang News, Yang Moo-Jin, the vice president for public affairs at the University of North Korean Studies, said the message indicates “the regime is willing to talk […] as long as the South [Korean authorities] show some sincerity by not raising tensions through the joint drills”. Lim Eul-chul, a professor of North Korean studies at the Kyungnam University, said the North “is reaffirming its long-held stance that there will be no talks unless sanctions against the regime are lifted”. In an interview with Arirang News, Andrei Lankov, the director of the Korea Risk Group, said the message is nothing out of the ordinary, and similar messages have been coming each spring and the contents of this message are not to be overestimated. He qualified the statement as being “business as usual” and “by the North Korean standards it’s pretty tame”.

Borussia M’Gladbach sacks coach Schubert; appoints Hecking

Yesterday, German football club Borussia Mönchengladbach announce their appointment of Dieter Hecking as manager until 2019. Hecking’s predecessor André Schubert was sacked the day before, after one year of service at Borussia Park.

Mönchengladbach has won only one out of its last eleven Bundesliga matches this season. Schubert began as an interim manager of the first team after Lucien Facts resigned from the coach position last September. Schubert led Gladbach to the fourth spot in Bundesliga. Schubert’s last match as Gladbach’s coach ended in a 2–1 loss against VfL Wolfsburg and they are just three points ahead of the relegation playoff.

52-year-old Dieter Hecking began his coaching career in 2000 with a second tier club SC Verl. Hecking played most of his professional career matches in 2. Bundesliga.

In 2003–04, Hecking guided VfB Lübeck in DFB Pokal semifinal. He helped 1. FC Nürnberg avoid relegation in 2009–10 and finished sixth in the Bundesliga in the following season. In 2014–15, Hecking won the DFB Pokal and the DfL-Supercup with Wolfsburg and finished the Bundesliga season as runners-up. They qualified for last season’s UEFA Champions League. Hecking was sacked from Wolfsburg in October.

Mönchengladbach’s sporting director Max Eberl said, “We wanted to add fresh impetus after the developments of recent weeks with a new coach. Dieter Hecking is exactly the right man for that. Sedation Dentistry And How It Is Used

There are many people who are frightened of dentists and dental procedures. For those patients who really are traumatized, sedation dentistry in the Orange Park area is the solution. Sedation dentistry eliminates a great deal of the anxiety that the patient feels and can be used for all procedures, regardless of whether they are simple or complex.

Sedation dentistry induces relaxation during procedures; it’s often referred to as “sleep dentistry” although that really is not accurate. Unless the procedure calls for a general anesthesia, the patient is awake. The levels of medicinal sedation are:

Minimal: Awake but relaxed Moderate: Speech slurring and memory loss will occur Deep: You are left on the very edge of consciousness but still awake. General anesthesia: Completely unconscious

Different chemicals are used to sedate the patient to a level of consciousness that is good for both the patient and the dentist. Minimal sedation will use nitrous oxide, more often than not referred to as “laughing gas”. The nitrous oxide is combined with oxygen and introduced to the patient through a mask placed over the nose. During the procedure the dentist monitors and controls the flow of gas as it tends to wear off quickly. Nitrous oxide allows the patient to recover quickly, capable of driving home without assistance.

For moderate levels of sedation, the dentist will give an oral sedation; the drug is from the same family as Valium. The drug will usually be introduced about an hour before the procedure is scheduled. This form of sedation is the most common moderate method; the individual will gradually become groggy and often will fall asleep during the procedure. The patient can be easily woken with little more than a gentle prod. It is not recommended that the person drive home but should be accompanied. Moderate sedation can also be introduced through an IV directly into a vein; this will allow the dentist to continually monitor the state of the patient which cannot be done when oral drugs are administered.

Deep sedation and general anesthesia will either get you to the edge of consciousness or completely into a deep sleep, totally unconscious. While under the effects of general anesthesia you cannot easily be woken, the effects of the anesthetic must either wear off or be chemically reversed.Even when sedation dentistry in Orange Park is employed, the patient usually requires a topical local antiseptic so that pain sensations are eliminated.

Sedation dentistry is really something that is used with people who have a genuine fear of dentistry, to the point where they avoid dentists altogether, often leading to dire consequences. People with a low pain threshold, are fidgety or have a gag reflex are also candidates for sedation dentistry.

GM and Chrysler receive Canadian loans amid US restructuring ultimata

General Motors (GM) and Chrysler will receive bridge loans from the government of Canada and the provincial government of Ontario, however no more will be forthcoming from either Canadian or US governments unless the companies can reinvent themselves.

“This is a regrettable but necessary step to protect the Canadian economy. We are doing this on the assumption that we obviously cannot afford either in the United States or Canada a catastrophic short-term collapse.” said Stephen Harper, Prime Minister of Canada.

“We cannot, we must not, and we will not let our auto industry simply vanish. This industry is, like no other, an emblem of the American spirit; a once and future symbol of America’s success,” said Barack Obama, President of the United States. “These companies – and this industry – must ultimately stand on their own, not as wards of the state.”File:Sinsheim quer.jpg

Chrysler will receive CA$1 billion and may in fact be eligible for as much as CA$4 billion. If Chrysler succeeds in the next 30 days with a restructuring plan it would be eligible for a US$6 billion loan. A part of Chrysler’s restructuring plan must include a partnership with Fiat within 30 days to appease the US administration. Fiat is a supplier of smaller fuel-efficient vehicles, and the merger will help Chrysler to be viable in the North American market. A Chrysler court bankruptcy would inevitably lead to it being sold off.

As a part of Chrysler’s restructuring plans, Tom LaSorda, the president of Chrysler announced that Canadian operations would fold if it does not receive both the US commitment of $2.3 billion of aid and a new Canadian Auto Workers CAW contract to reduce all-in costs by CA$19 per hour. As a result of this announcement Chrysler’s auto sales volume in Canada dropped 23% compared to March of 2008.

GM has until the end of May to restructure its company to receive up to CA$7.5 billion. As part of the companies restructuring, General Motor’s chief executive Rick Wagoner was replaced Sunday with Fritz Henderson, the current chief operating officer. Henderson spoke out on Tuesday that GM has submitted a restructuring plan which would close five plants, and this may be increased to meet the requirements for financial aid. He is in full compliance with Obama’s auto task force to seek bankruptcy if GM cannot negotiate with their unions, bondholders and others.

GM recently brought forward the “GM Total Confidence” program providing consumer purchase protection for customers who lose their job for economic reasons within the first two years from purchase. As a result of Chrysler’s restructuring announcement in Canada, GM’s Canadian vehicle sales volume fell only 17.3% compared to 2008, an increase from the previous month.

GM must reduce some of its legacy costs which include its pensions and union health care costs. A part of GM’s ailments arose from investing in supplying truck and SUVs during an economy of high gas prices when consumers were demanding fuel efficient vehicles.

Tony Clement, Canada’s Minister of Industry, is hoping that the CAW will support the restructuring process and re-negotiate their agreement. Whereas a United Auto Workers negotiator has said, “I don’t see how the UAW will do anything until they see what the bondholders will give up.”

The Obama administration is looking toward bankruptcy proceedings for the automakers, “as a mechanism to help them restructure quickly and emerge stronger. [It will] quickly clear away old debts that are weighing them down. What we are asking is difficult. It will require hard choices by companies. It will require unions and workers who have already made painful concessions to make even more. It will require creditors to recognise that they cannot hold out for the prospect of endless government bailouts.” said Obama.

The auto parts suppliers and IT software exporters in India have already been affected by the declining auto sales. GM and Chrysler software contracts provide US$300 to 350 million a year to vendors in India. As well these two major automakers usually award US$1 billion contracts to auto parts suppliers. “We are worried and closely watching the developments in the US to gauge the impact. The decline in auto sales in the US has already hit the order books of Indian suppliers,” said a Delhi auto parts supplier.

“Going forward, the industry will undoubtedly be smaller, but if our efforts are successful it will be viable and it will support good jobs for Canadians,” said Clements.

Betty Sutton, Ohio’s Congresswoman put forward the CARS act which provides a US$3,000 to 5,000 incentive for those who trade in their vehicle for a fuel-efficient car. “It clearly stimulates the economy, and it gets the consumer into the showroom and gets them buying again. But importantly — and this is what I particularly like about it — it really helps the environment quite a bit in two respects.” said William Clay Ford Jr., executive chairman of Ford Motor Co.

Ford Motor Company has not come forward with requests for assistance.

Since December GM and Chrysler have received US$17.4 billion government loans.

Utah police investigate polygamist family from reality show ‘Sister Wives’

The polygamist family at the center of the new TLC reality television series Sister Wives are now the subject of a criminal investigation. Yesterday, following Sunday’s debut of Sister Wives, police in Lehi, Utah, where the show is set, announced they are investigating Kody Brown and his four wives for possible charges of bigamy.

Sister Wives focuses on Brown, his four wives—Meri, Janelle, Christine and Robyn—and his 13 children and three step-children. The family has said they are participating in the show to bring more public awareness to polygamist families and fight societal prejudices.

Brown has claimed the arrangement is not illegal because he is only legally married to Meri, and the other marriages are only spiritual unions. However, Lehi police said yesterday that state laws identify bigamy through cohabitation, not just legal contracts. The department plans to turn their findings over to the Utah Attorney General’s office at the conclusion of their investigation.

TLC contacted the state attorney general’s office before the series was broadcast in anticipation of potential legal issues. The office has not explicitly stated they will not charge the Browns, but has stated they do not have the resources to prosecute polygamists unless they are suspected of serious crimes, like child abuse and child trafficking.

Mayor of London Boris Johnson announces bidders for additional Tramlink vehicles

On Thursday, London’s Mayor Boris Johnson announced the shortlist of bidders to supply up to ten further trams to Transport for London (TfL) for use on the city’s Tramlink network in Croydon. The trams will be used to supply additional capacity on the network between Elmers End, central Croydon and Therapia Lane — one of the most congested parts of the route.

TfL, who purchased the Tramlink network from Tramtrack Croydon Ltd. in 2008, announced the plans late January, after submitting the tender to the Official Journal of the European Union (OJEU) on January 29. According to the notice, the additional trams will operate approximately 75,000km per year, will be needed for “at least 10, but not more than 20 years” and can be either new build or existing vehicles that can be modified — at a reasonable cost — to run on the Tramlink infrastructure.

The tram fleet is currently made up of 24 Bombardier CR4000 trams, which were constructed for the opening of the 28km network between 1998 and 2000. 22 of these trams are currently needed to operate the three tram routes each day, and the new service is expected to require at least an additional five trams daily, bringing about the need for a boost to the fleet levels.

The shortlist to supply the trams consists of City of Edinburgh/CAF, Stadler (Stadler Pankow GmBH) and Pesa (Pojazdy Szynowe PESA Bydgoszcz S.A.Holding, and the the three consortia will now be invited to submit proposals to supply the additional trams. The Invitation to Tender will run for four weeks.

It is not currently known whether the bids made by Stadler and Pesa will be for new-build or second-hand vehicles, however the bid from Edinburgh/CAF is to use a number of the currently-dormant trams that were constructed for that city’s own tram network. The system has had several set backs since construction began, with the network now set to open in stages with a number of tram lines (but not the trams to operate them) being cancelled, leading to a large surplus of vehicles that could be hired out in the short term. The trams are amongst some of the longest and heaviest in Europe, though, and will require a large amount of modification to enable them to be able to operate on Croydon’s network if the bid is successful.

Shortly after the announcement, whilst inspecting one of the network’s current trams at East Croydon tram stop, Boris Johnson said: “I have no greater responsibility as Mayor than to ensure people can move around this city with ease, comfort and reliability.

“Trams in Croydon have proved a major success and this is reflected in journey numbers which have soared by 45 per cent since the network opened in 2000.

“I look forward to the extra vehicles developing this vital, much-appreciated, and indeed attractive, form of transport further.”

Funding for the new trams is expected to largely come from TfL, however the London Borough of Croydon has also confirmed a £3m contribution to the project. This will also include the refurbishment of tram stop surrounds.

Croydon Council Leader Mike Fisher said: “This is looking like a great deal for Croydon and shows the benefits of an ambitious local authority and committed Mayor working together, pooling resources and expertise.

“There is real support to get additional trams for Croydon to keep pace with growing demand for Tramlink services and also to secure major improvements for pedestrians and transport users around and between East and West Croydon stations.”

TfL anticipates that, providing a successful bid is made, the new trams would be delivered to the network’s depot at Therapia Lane in late 2011, with an entry into service from early 2012.
